entering yr2012 soon, first like to wish all Vista Condo residents happy new year, & we also hope to see further improvement in our beloved condo.
like to present to our residents some of these plans, let's look at our finance first...
at the moment our (monthly) regular/contracted expenses are (TNB) 7000, PBA (500), guard (4800), management (3000), cleaning (2000), pool (800), electrical (500), lift (1400), general repair (2000), total is abt RM22,000.
based on our current collection rate of 85% on service service, (275 unit times 85%) is RM23375, plus the rental of the parking lot RM1500, monthly income is abt RM24,875.
so goes by this calculation, yr2012 total expenses is abt RM(22,000 * 12) = RM264,000
also total income RM(24,875 * 12) = RM298,500
barring any major breakdown, we should have abt (298,500 - 264,000) = RM34,500 for upgrading project in yr2012.
still remember we mentioned before to make vista a real condo by yr2013? so perhaps some of these things we can do in yr2012 with RM34500. (not necessary all, but depends on the financial situation then)
1) swimming pool grating - the material cover the drain surrounding the pool, it cost in between RM3,500 to RM4,000.
2) upgrading the fire fighting facility - abt RM8,000 to service (or replace) the pumps, valve, hose, etc....
3) convert a toilet to be gym - RM10,000 to RM15,000
4) T&G system for 4 lifts to further improve vista security & collection rate, abt RM15,000 to RM20,000.
5) other things like water tank lining & painting of building will depend on how soon we can get back the sinking fund....
in fact we have confident that the income will be higher than what hv jz mentioned, coz as we install the motorcycle/lift T&G and also get land office to act on defaulters, we can even expect it to go as high as 90% on the collection rate & recover another abt 20K from debts in between yr2009 to yr2011, but we reserve this portion as the sinking fund, which means we should be able to open our own sinking fund bank account by next year, but as i said earlier, barring major breakdown.
so the challenge still so much on how to increase the collection rate, but as we look back, it become better each year, so, we pray that God will continue to help us in this area.
not to forget to mention here, any project cost more than RM10k, we will still call AGM or EGM to let residents to decide, pls also write to us if some of the urgent upgrade which we hv overlooked in this article.

report on the fire incident on 24/12/2011
fire broke out this morning abt 8.30am, at blk k, k-5-1, foreigners hostel.
some report for our residents...
1) Deva the committee member got the phone call from resident, rush to the scene, few residents already there, then at the same time bomba firemen also arrived.
2) tenants are not at home, so firemen broke the padlock, open the grill door & wooden door, found fire at 2nd room, then used water from the toilet to put it off. more residents ,committee members & reporter gathered there during this time.
3) Firemen tested the bomba riser room hose reel, found no water. some residents grumbling why no water supply....
4) Jeffery the MC member explained to residents & reporter that our pump is working but set to MANUAL mode, which means need to be ON manually at blk j pump room, but as the committee members arrived the fire oredi gone, so no one ON it.
5) he further explained that we can't set it to AUTO mode cause in the past the hose reel head always missing, if we set it to AUTO then the water will burst from riser room with the absence of hose reel, & will cause major jam to both lift. (remember the incident before last chinese new year?)
6) Deva locked the hostel door coz the foreigners are not yet back, then after TNB technician came investigate, found out it started from the cheap extension wire.
as we look at this case, few thoughts come to our mind,
- must form our ERT (emergency rescue team) as soon as possible to attend to cases like this.
- residents must have common sense not to steal things from TNB & Bomba riser room, we always got reports from residents that TNB meter fuse gone missing, for the thefts break the padlock & steal it.
- for the case of bomba hose reel, we did replace the missing unit few times & locked the door, but itchy hand fella still break the lock & steal it, happen few times since last year, it explains why we CAN'T set the pump to AUTO mode.
- will put the petition at the guard house or office to ask residents to sign, purpose is to ask those landlord stop renting out the unit as foreigners hostel.
- will need to make sure all the guards know what to do (especially ON the pump) when fire happen, we hv taught some of old staffs, but overlook the new guys, our fault, sorry for that.
- may need to hire 2 well-trained guards each shift if can afford, so that we will have enough ppl to handle emergency cases, like this case, only one guard was around, & the management office not yet open, too risky.
- will get the fire contractor to check again our system, to upgrade it if needed.
- will arrange fire drill, if possible next month.

some general updates...
like to share with our residents on these news...
1) Sunday nite one bicycle stolen from blk k, then Deva the MC member checked CCTV & managed to found out who's the culprit, then thru the help of a tenant from blk j who hv good contact with police dept, catch the fella & called in police, now the bicycle is back & we let the policeman to deal with the thieve.
2) hv arranged with vendor to install the T&G system for motorcycle, should be able to launch before month end, or by latest 1st half of January 2012, motorcyclist will scan their card with different scanner near the car scanner, but will share the same barrier with cars, we foresee this may slow down the traffic during peak hour, so we will like to appeal to our residents for more patient, as this arrangement hopefully will force defaulters to pay & tighten up the security.
3) after all the negotiation, meeting, phone calls, visiting gov't offices, lawyer...etc, lastly developer give us some positive commitment, they promised to give us the first payment cheque of sinking fund by next week, RM50K, the balance will pay after that, we hope they will honour their promise, also at the same time we continue to negotiate with them to pay as much (& also as soon) as possible the balance.
4) Tanni the supervisor has resigned, now the new supervisor just a temporary replacement, we would like to get help from our residents to recommend candidate from our own Vista Condo ppl to do this job, should be guy, ok with retiree but age should below 60, if anyone interested pls send application to our email which can be found at the right corner of this page.
5) Thank God as our financial has improved, so now we have hired the 2nd guard for the night shift, which mean from 8pm to 8am we should hv 2 guards serving us, we hv told them 1 should guard the main entrance, another 1 should do the patrolling periodically at the ground floor, hope this will further tighten up the system here.
6) We hv arranged with contractor to paint the faded parking lot line, as he has started but this may take awhile to complete all due to the weather condition, as as per today he has done abt 30% of the job.
another thing which encouraged us so much is we have seen some residents took the initiative to beautify the common area, like painting the lift lobby at their floor, one blk j resident (from 1st floor) even painted the ground floor lift lobby & the grill at the air well, also another residents contributed 2 fire extinguisher few months ago, which now hanging at the ground floor lift lobby at blk j & k, want to take this opportunity to thank them again.

1 down, 2 to go....
after saturday's appreciation party for YB Yeoh for his help over the entrance shade, this project consider completed. it was good party indeed, over hundred residents + vendors + friends attended, highlight of the party is cutting of ribbon by YB under the shade, trust it's the first time such thing happen in Vista, for those Chinese educated Vista residents, can check chinese newspaper Kwangwah & Kuangming on 5/12/2011, some color photos can be found there too.
so now, we are aiming to finish off the other 2 projects, defaulters' debt & sinking fund...
few months ago, legal notices had been sent to abt 50 hardcore defaulters, glad to say that, more than half of them responded to the notices, many of them paid in full, also some of them did part payment or instalment due to financial problem, which also under close monitoring, well, still another 20 defaulters remain unmoved by the legal notices, for this we expected MPPP to act some where in Sept, but as we ready in MC status, we were told that land office should be in-charge of this case, so after all the necessary procedure be observed, this time 6 letters of land office are on the way to blk J defaulters, most likely another 14 letters will be sent next week, then see how lah....;)
sinking fund also moving to the positive direction, basically developer agreed that they should transfer us the money, but until now still dragging their feet..., we have contacted lawyer & will meet them soon for legal action, also 3 weeks ago thing hv been brought to CM's attention, he has assigned EXCO member to handle this case, we hv met with his assistant 2 week ago, but now will meet this EXCO member in person this week, pray & hope that developer will be willingly let us hv that money soon...

see u at appreciation party on dec 3rd...
like to promote the appreciation party which will be held on 03/12/2011, indeed there are many reasons why as residents, we should make an effort to attend this event.
1) to show our gratitude to YB Yeoh Soon Hin for his help to get the fund to build the entrance shade, this huge shade (30ft by 40ft) is actually cost a lot of money, in fact according to some unofficial record, this may be one of the highest fund allocation for a single project for apartment use in the recent history, since YB Yeoh has done it for us, we must thank him, if possible personally.
2) also for his past help, YB as we know him, man of few words, but always try his best to help for those requests which we have forwarded to him earlier, i remember first time we meet him was in Amaraas restaurant in one evening in year 2009, a whole group of JMB sit down w him to get his help so that our JMB can be formed officially. later on we also approached him & he helped to get ppl for trimming tree at rental parking area, twice he help us to chop/removed fallen tree, he also arranged & chaired the meeting for us to discuss with developer & MPPP/COB officers, & of course not to forget he sponsored 10 hampers & be our guest of honour for our earth hour party in March 2011.
3) we also feel that it's very important to build deeper relationship with him, as we need his help for many other projects in Vista Condo, namely sinking fund, water tank lining, lift upgrade, & also to apply the empty land behind the rental parking area. So if we have many residents turn up during the party, this will give good impression to him that Vista residents are very thankful people, this definitely will help a lot for us to approach him again in the future. (at the end if we manage to get his help for any project as mentioned, the benefit is actually goes to Vista residents.)
4) to hv many residents to say thanks to him will be a good encouragement for him, this will make him feel that his effort & service to the public is much appreciated by ppl, this perhaps will motivate him to continue to serve wholeheartedly, so as we also member of public in his constituency, we will reap the benefits if our state assemblyman is an excellent servant of public.
5) we will also arrange for residents to sign the petition for the sinking fund when you arrive, then during the party we will pass this petition to YB Yeoh to get his help to fight for our sinking, i believe if we have many residents to sign the petition, it will show the unity of residents, & also show that we are serious on this matter, this perhaps will hasten the time we get the money back!
6) another good reason for residents to attend the party, it's a get together time for everybody, where our residents will spend time eat together, talk to each other, know new friend & strengthen existing relationship, this will help to build a caring community among Vista residents, we notice after the few gathering in the past, it seems the relationship among our relationship are getting better....
so, pls come to the appreciation party, also pls kindly talk to ur neighbor or ur friends in Vista to get them to attend, this will bring much benefits to vista condo....

Now the shade is up, hooray!!!
now, the entrance shade is up, after 8 months of waiting...
residents' general response for the shade is good & appreciative, for those who follow the vista blog, they know well this was by the allocation of fund helped by YB Yeoh Soon Hin, Paya Terubong state assemblyman, but also many residents thought it was from our management fund, & even so, they r also very happy & think that the money is well spent for everybody's benefit, after we explain to them, they are all the more amazed & thankful for YB's help, of course few residents also wondering if the money had been wasted for this project before we told them we didn't touch residents' money for the shade.
we are most likely organise a residents' "makan gathering" on 03/12/2011 (saturday) night to celebrate the installation of the shade & also use the occasion to express our utmost thanks to YB Yeoh, by having him as guest of honour & may hv some ceremony to "officiate" the use of shade. now we are talking to some vendor to sponsor for the food/drink so hopefully can give free-makan for our residents, but at the end we may use little bit of management fund to rent facility like canopy, tables & chairs, of course it will be fantastic if we can get vendors to sponsor these items too :P
(committee members said i am greedy...greedy...very greedy!!! hehe!)
we shall put up the notice once we have finalise all the detail concerning the makan-gathering, we hope many residents will turn up in the gathering to show our appreciation to YB Yeoh for his support for this project, we also plan to take that opportunity to get his advice over some other matters, such as sinking fund, etc, we always believe that it's important to build good relationship with him as there are still many things we will need to consult him or get his support in the future.
side tract a bit...but also related to the shade....
at the moment, MC committee is facing a "good problem", now the shade is big, actually look quite nice, especially during day time, but at night it's a bit "sayang" if we don't put some light to brighten it up, coz if we put the right type of light & the right color, it will definitely make our main entrance looks very grand, anyone can provide some idea on this?

human, water, dogs & monkeys.
some of these challenges still confronting us, lasted awhile already but still couldn't find a permanent solution,
1) Errant residents - human problem, as we are very grateful for most of Vista residents are cooperative type, we do troubled by small number of errant residents, not say they are bad, but somehow they jz like to place their interest higher than common interest, & in the way have caused inconvenience to other ppl as well. some of example are residents refused to take motorcycle stickers but insists want to come in; residents place their personal belonging at the common area at the ground floor; also some try to drive their car (w/o card) into Vista car park but cheated security guard they are babysitter, but once they come in, they park their cars over night; some like to feed dogs & cats at ground floor, still doing so even many times being told not to do that...., honestly very hard to deal w them, we did ask security guard & supervisors to talk to them or even taking some tougher action, but at the end as they reacted with very unfriendly words & even action, this had made staff & guard to feel it's risky working here, & this has been a reason for some of guards refused to work here anymore.
2) water - water tank & common wall/ceiling leaking problem have burned a big hole in the pocket of our management fund, but the real problem is, this hole seems can't be patched at the moment. due to the aging problem of the water tank lining, each time after the repair is done, it will only last for abt a year, then the same problem will occur again, coz the linings are beyond repair, need to change them in order to solve the problem permanently. the cost is abt RM15K or 20K depending on the size of the tank, & we have 4 big tank & 4 small tank, so total is abt RM140K, something far beyond we can reach now. for this we need the sinking fund to be transfer back urgently, another thing we can try (& we will do it soon) is to write to state gov't or federal gov't for help, and as general election is near, maybe we can get some money from them....... :)
3) dogs - like it or not, errant residents have made this problem harder to be solved. we have get MPPP dog catcher to come in at least 4 times already, but each time these dogs managed to run away, as for now MPPP worker ask us to find way to catch them by ourselves & they will jz come pick them away. The reason the dogs like to stay in Vista is they can find food here, for months the night guard have been chasing them frequently but as long as they can still get food here, they will be back soon, so we have told residents not to feed the dogs, some of them followed but still few person from blk k continue feeding the dogs quietly, at the moment we run out of idea how to tackle this, see, we can't ask police & MPPP to arrest these human dog feeder, so it's really up to residents to come together to stop these ppl, or else dogs will still barking at midnight hour to disturb residents' sleeping, & our biggest worry is if one day these become mad then they may attack ppl.
4) monkeys - before we can settle the dog problem, now the few monkeys are back! now instead of hanging around at rental parking area, they hv shifted their territory to the car parking lots near Hindu temple. wild monkeys naturally more dangerously & aggressive than dogs, perhaps now we got to get professional help to get rid of dogs & monkeys.

changes at entrance...soon?
residents will hv good chances to see some changes at the main entrance, if not in November, then it should happen in December. the entrance shade & the motorbike T&G system.
we were informed by the source from the state government that the budget for our entrance shade (30ft by 40ft, cover the whole area from management office to guard house) has been approved, the gov't contractor has contacted us, they will come again on Tuesday to take the final measurement & have last round of discussion with us on the design, color, position, then they can start work soon after the meeting...., if this project really come into implementation, we got few persons to thank, especially YB Yeoh Soon Hin, the state assemblyman of our area (Paya Terubong), for he has helped us to fight for the fund since we made this request in the Earth Hour Party in March 2011, where he was the guess of honor, yeah, he also sponsored 10 set of hamper for the lucky draw.

we were informed by the source from the state government that the budget for our entrance shade (30ft by 40ft, cover the whole area from management office to guard house) has been approved, the gov't contractor has contacted us, they will come again on Tuesday to take the final measurement & have last round of discussion with us on the design, color, position, then they can start work soon after the meeting...., if this project really come into implementation, we got few persons to thank, especially YB Yeoh Soon Hin, the state assemblyman of our area (Paya Terubong), for he has helped us to fight for the fund since we made this request in the Earth Hour Party in March 2011, where he was the guess of honor, yeah, he also sponsored 10 set of hamper for the lucky draw.

review on vendors & facilities performance
overall, the performance of our vendors r mostly in the range of "boleh tahan", whereas for the facilities side r in between "boleh tahan" & "good".
lifts, swimming pool, car barriers, common lighting r doing reasonably ok, of course once awhile give a bit of problem is really can't be avoided, as long as when it happen, vendors can attend to it at soonest possible & get the problem fixed, i think that it's not a big issue.
so far, those vendor who had came to attend emergency cases r quite good in the response time, especially lift technician & electrician, so no complaint in this area, for swimming pool & car barrier vendors, it do take longer time for them to come, but it's also acceptable for us as the urgency is not as bad as lift & electrical item.
well, regular vendors, who serve our residents everyday, are "boleh tahan", rooms for improvement, but then also depend on how much we can (or willing) to invest?
they are management staffs, security guards & cleaners, we do received feedback from residents quite often concerning their performance, so far hv both positive & negative comments, but then with the kind of salary we are giving, i guess our expectation must be realistic too.
at the moment we r paying management service RM3000 per month, security guards RM3300 & cleaners RM1700 per month, all at the lower side of market price, as we check around, for our size (275 unit) it should be RM4000, RM4500 (3 guards) & RM2000, but the problem is we can't afford that unless we can increase our collection rate for another 10%, which means every month got another 27 unit willing to pay promptly, then with the additional RM2700 we should be able to hire either more worker or better workers....
i remember few months ago we hv an excellent building supervisor, Malay guy name Wan, fantastic worker, but after serving us for abt 3 months, found a new job in telco line, with a much higher pay..., then tendered resignation. before he left we actually offer to increase his pay, but our best offer still can't beat his new job's salary, so at last he choose to cabut.
now we also having same worry, especially the night guard Adam, he is very good, in fact the reason he willing to live with this salary coz he is foreigner, but always got some better offer from other company, some of them even came to our guard house to invite him to join their company, the reason he choose stay is coz he feel comfortable with the working environment & friendly residents, but we r sure not how long can we hold him here.
We also feel ok with office staff Chitra & supervisor Tanni, in fact also worrying the same problem, how long can we hold them coz sometime same hot temper residents do utter very harsh words on them especially ppl when their cards are barred due to no service charge payment....
residents get what do they pay for, current collection rate enable us to hire these vendors with such quality, so if residents want to enjoy better service, then got to find way to change those defaulters' paying habit, just some good news to share we end this posting, recently we found out at least 5 units occupied by defaulters have just been sold, we hope this trend will continue, ie defaulter selling their units, then new owners hopefully are the good paymaster, for this will definitely increase the collection rate.

Robbery on 20/10/2011
one of the darkest moment in year 2011.
on 20/10/2011 morning, 9.45am, a lady from blk j, was robbed by 2 Malay young fella, both wear helmet (white/silver) fully cover the face.
she was just back from doing some regular stuff in the morning, & using the staircase to go her floor, the moment she open the grill door, 2 robbed suddenly appeared from the other side (may hv hid in rubbish room or lift lobby for awhile), using knife to force her to open the wooden door & took away some jewelry.
after the event , she called her husband, made police report, & we hv the CCTV checked on the same afternoon & evening, & found out the 2 robbers didn't go down to the ground floor, which mean after they robbed her, they actually went up & hid somewhere.
we also checked the CCTV footage before the event from 8am, also didn't see these 2 robbers enter blk j in the same morning, which means they may hv entered blk j much earlier than the event, possible 1 or 2 days before, now we r zooming into the possible of insiders job, or their friends who visited them regularly, coz the robbers seem knew the victim's schedule quite well.
this coming few days, we will check from CCTV any suspicious figure who passed the guard house & enter blk j for pass few days before the event, & will get the victim to check, hopefully she can recognize them, also have provided the list of Malay bachelors' unit in blk j for police to do further investigation.
we also passed the words around, asking residents, especially young Malay residents' help, to provide us information if they hv found some suspicious young Malay around, like without job, white/silver helmet, like to hung around at other floor, if u r reading this & u know some of these ppl, pls do let us know.
of course we would not leave out the possible of outside robbers, who may not necessary have any contact with blk j residents, but jz came in to try their luck, for which the CCTV should recorded the movement the moment the entered blk j, we shall see them when full scale CCTV checking carried out next week.
at the guard house side, immediate measure is, ALL visitor, even the regular one, MUST register with the guard for visitation, & visitors bikes are strictly no entry, this may cause inconvenient to some ppl or even offend them, but it's indeed necessary, we also request the guard to submit daily visitor's report for us to review the visitor's pattern & activities.

some general updates...
for residents info...
1) mosquito medicine (abate) - we were told by Mr Tan our committee member that the government clinic are giving the free mosquito medicine, so we have sent the building supervisor to try in the klinik kesihatan Relau on Friday, to our pleasant surprise, it's true, it's free! But anywhere they only gave a few packet each time, & ask supervisor to drop by again to take again, we will use these medicine to put into the semi-circle structure beside the staircase of every floor to kill those mosquito, we also like to encourage our residents to go to the clinic to collect some & put it in the area where the mosquito is possible breed, especially the semi-circle structure as mentioned.
2) sinking fund - we will have a meeting with developer this coming Wednesday to discuss on this matter, we believe some other things like debtors list, facilities bills will be touched too...., pray & hope that this will be a fruitful & peaceful discussion, may God help us so that the sinking fund will be transferred to us soon, in full amount with the interest.
3) dogs matter - as the result of residents' complaint, few MPPP workers did come in to Vista Condo to catch the 2 stray dogs, & again, they managed to escape as they are running for their life! Pls don't blame MPPP workers for not getting these dogs, u really need to see how strong the animal can be in this life threatening situation..., so now the only thing we can try is to kill the dog...., but actually nobody want to do it, coz it's offensive in the sight of Malaysia law. But anyhow we have spoken to the lady who feed the dog, hope that once the dogs find no food in this place, they will cari makan in the other place.
4) water tanks - so far 4 water tanks have been repaired, the vendors & committee are monitoring the condition of the tank, we are arranging with them to repair another 2 more tanks, where the leaking is considered not so serious, but it's better to treat it before too late.
5) finance matter - at the moment we are able to carry forward each month abt 12K to 15K, it's consider quite ok especially in view of some big project had been carried out in 2010 & 2011, like new office & CCTV, but anywhere to keep some saving in the bank is necessary for emergency case.
6) neighboring news - For those who are more sensitive to what's happening to the nearby apartments should know that recently TNB cut the power supply to a project (more than 10 storey) near to Bayan Lepas round-about coz they didn't pay TNB bills for few months, as the result the few lifts shut down due to no electrical supply, their residents forced to climb the staircase to go home for 1 week, at the end their area's YB step in, urge residents to pay service charge & managed to collect some money to pay partially to TNB, then the supply is restored.

further development on sinking fund, etc
we got a call from developer's office last week, abt the sinking fund, asking us to consider to offset the sinking fund with (part of the) debt owed by the defaulters to them, for this proposal the committee have some discussion in our last meeting.
according to the developer's office, those old debt owed by defaulter is amounting to abt RM590k, it refer to the time before JMB & MC take over, ie from 1994 to 2008, some of the residents had not been paying them the SC in full, we also notice few of them owe more than 20K each.
our record shows that the sinking fund is abt RM370K, so if go by offset, how the calculation should go?
but anywhere, the committee have decided NOT to say yes at the moment, but insist they got to return us the sinking fund at soonest possible, few reasons for that decision,
1) JMB or MC is not the right party to collect the old debt, if we do so may end up facing some legal complication.
2) these defaulter are hard core type, it definitely will take a very very very lengthy legal procedure to collect back the debt, but we couldn't wait that long as building need to be painted & lift, water tank need to be upgraded urgently.
3) after all, it still the old management/developer's responsibility to collect the old debt, no point we carry this unnecessary burden.
but anywhere we do not shut the door for further discussion with developer, we still look forward to see their person in-charge to solve the issue so that we can transfer the money back to residents in full amount with interest, as early as possible.
at the same time we do keep the relevant authority (such as COB, YB, state gov't especially) updated with progress of this matter, we do seek their advice whenever there's some new development, our hope is that at the end we do not need to take legal action coz it's too time consuming, we really praying hard now for that.
(also want to take this opportunity to thank COB, YB Yeoh Soon Hin & the council members in MPPP, coz they really help us a lot in forming JMB, MC & now the sinkng fund)

the 3 big on-going projects
these 3 projects really time consuming, draining a lot of energy, started long ago, but still can't see the finish line, outcome is not up to the MC or residents to decide, but once it's done successfully, it will bring huge benefits for ALL the vista residents.
some developments of these to update our residents....
1) Sinking fund, basically residents & MC have done our part, for enough number of residents collected strata title & form MC, & as MC have sent few letter of requisition to developer for the sinking fund, & even communicated with COB, for this COB also sent a letter to them early last week to urge them to return the money, and, if still no response from them, higher level of authority we will run to, can be state gov't (now we r arranging the appointment with chief minister for this), or Kementerian Perumahan of federal gov't, pls do pray that we will get the money soon.
2) Hard core defaulter, few months ago we have sent legal notices to abt 50 hard core defaulter, abt 20 of them responded, in both full & partial payment, but another 30 still remain unmoved..., total of their debt is abt 45K, 2 weeks ago have communicated with our lawyer for MPPP/COB action, but few days ago she got the reply from COB that he is no more the person to act on the matter coz we r now officially MC, so the right party to act is the pengarah of land office, so this week our lawyer going to approach this department for action, we can expect if the hard core defaulter still not paying despite of their warning then tough action will be taken by land office.
3) Entrance shade, or the awning over the guard house to the office so that when heavy rain our residents won't get wet when scanning their T&G card. for this facility we have requested from the Paya Terubong state assemblyman YB Yeoh Soon Hin, during the Earth Hour Party held in March 2011, for last 6 months we have been following up with him, and & with his help, finally last week he sent a contractor to take measurement & provide pricing info for the shade, the impression we got from him is before end of year we should be able to see the facility is up, estimated cost is abt 16K (paid by gov't), area involved is abt 1200 sqft.
these projects are the place where dream & reality clashes, we hv been hoping & praying, doing what we can to make them happen, but as we said earlier, many things are beyond our boundary, we are now praying hard that God will bring these things come to pass soon (for we know that eventually we will get those things, but jz don't know when), hopefully we will hv enough steam to continue the struggle & see the projects completed.

today writing this blog with heavy heart....
got a report from an active committee that he feel strongly that somebody try to sabotage his car, this morning he found some inflammable material under his car engine, even though it can be there jz by accident, or wind blow it there, but as i talk to him, feel suspicious too, will make police report for that.
as we look back, we do encountered some kind of confrontation or vandalism if not every month, then will be every other month, because of our involvement in the management of this place, especially try to enforce the house rules.
few time committee's car side mirror broken, one time wind shield scratched, also been confronted face to face not less than 10 times since yr2010, small cases like be scolded in the lift by a resident, more major cases were challenged by 10 person (together w outsiders), 2 times by 5 residents, also other thing like mocking & abusive SMS, phone calls, even pasted notice....
each time these thing happen, the first thing come into our mind is what for we do this free service for vista condo? what for we get all these problem by doing work w/o getting any salary? what for we try to bring improvement to vista condo but at the end get all the blame & abuses?
time like this, we always feel want to quit.
no problem for us to quit, after all, residents should hv seen we manage to hv surplus in the account, lifts are more stable, car park lot are sufficient, restored back some law & order according to house rules,& if God willing, we may hv get back our sinking fund in this year & get state gov't to fix the entrance shade.
just want to say, we are human too, do have our limitation, too much of negative feeling generated by these kind of wrongdoing, we will eventually can't take it anymore & quit.
in fact for few times we also be asked by some angry residents to quit, perhaps they are right.
the only worry is if future batch of committee also suffer the same thing (by enforcing the house rules) & choose to quit, & eventually nobody willing to do this job, then we got to hv outsiders take over fully the management & maintenance here, then the outcome will be very unpredictable.
of course among residents should hv more qualified person to handle the job, pls do take over....

options of save cost on the lighting
after few weeks of checking around, few options we can consider of how to save some electricity on the lighting side.
at the moment we spend abt RM2000 monthly current consumption of those common area light, as we have abt 400 set of 4ft 36w fluorescent tube (mainly at the corridor area ...) which on abt 12 hour a day & 30 days a month:-
400set x 30days x 12hours x 36w x 0.43rate / 1000 = RM2229
we were told that LED will save definitely more than 50%, some cases can even reach 70%, which is abt RM1100 to RM1500, wow! sound wonderful! imagine if really can save RM1500 per month or RM18000 per year, see how much can we do with the money?
but wait...., the cost for investment will be big question to ponder, at the moment the good & reliable LED light is abt RM100, so for 400set is abt RM40000, this will take abt 2 year plus to see the return of investment, unless vendor willing to drag the credit term for that long, or else will be too much risk to face.
another problem may be headache for the LED is the theft, as at the moment we still troubled by some tangan-gatai matters by few residents, this make us hesitant to consider much on the LED light, coz at the end we may have to use the money saved from the electricity to replace those stolen LED.
well, we were also told in some apartment energy-saving bulbs have been used to replace the fluorescent tube, it managed to save up to abt 50% too, the plus point for the energy-saving is it's not as costly as LED, but the set back is, it can be easily stolen, & didn't produce as much brightness as fluorescent tube does, but we still keep this option in mind, coz of the 50% saving....
one more option, which looks more practical for vista condo, it's electronic ballast (where the existing fluorescent tube no need to be changed), the ballast itself cost abt RM10 per set, if go by quantity will get lower than that. if switch to electronic ballast then some minor modification is needed at the casing side, say RM5 per set, but if we change to the whole new casing w ballast will be abt RM30, together with the new fluorescent light.
according to the data we have gathered after consulted some electricians & engineers, the saving is in between 30% to 50%, or in our case, RM660 to RM1100. Even though not as much as LED or energy-saving bulbs can do, the advantage is the risk of been stolen will be much lower, also the cost of investment is only RM6000 (go by RM15 per set), shall see the return of investment in abt 9 month's time.
we still studying on the matter of lighting electricity saving, welcome residents' feedback, especially if u have experience on using those lights mentioned above, thanks.

we are money face
we r always in the business of saving money & making money.
i remember not long after we hv built the rental parking area, one angry resident (identity still remain a mystery) wrote a sentence on the announcement of new parking lot at the notice board, calling us MONEY FACE, well we must say there's certain truth in it.
all the time we are thinking, how to make more money for the management account, some funny ideas came to our mind before like, selling Gardenia bread, rice or cooking oil, which the residents need to use everyday, or even do the handphone top up,in fact we nearly materialise the Gardenia bread project, but the agent insist want us to fulfill certain quota, which we don't hv confident then, so it was gone, we also did talk to DIGI & Maxis, but again the plan didn't work out well, if can remember correctly it's due to agent license.
(in fact personally still thinking abt these few projects, believe that when the time is right, it will be materialised)
oh ya, few days ago one MC member also talk to the drinking water dispenser vendor, profit not much, still in the midst of deciding...
so far out of these ideas, the one which have been implemented & made a lot of money is rental parking lot, which we hv invested abt 15k to chop the trees, tar the muddy ground, draw lines to make it usable, created 35 lots, rental RM50 per months, which hv brought us RM1750 income per month, in other words, after 10 month we built it, we hv earned back the money we invested, the subsequent collection is net income, not bad, huh?
(of course got some criticism during the time building the rental lot, hopefully now they can see the benefit)
some other ideas which we can consider now (beside gardenia, or top up), actually koperasi also good, but need manpower & expertise, anyone got experience in this thing?
abt saving money, i think we hv already done enough with the vendors, RM3000 for management, RM3300 for 2 guards, RM1400 for 4 lifts, RM800 for the pool...., they r either market price or even below market price, can't reduce further, or else will effect the quality of service.
so now, the only area we r thinking how save is the electricity, after the TNB come up with the new rate, now we r hitting RM7k per month, painful...., well, past few days MC members busy studying the energy saving light, & also the LED, which some condo are using these & give good testimonies.
so guys at vista condo, do share with us if u got any good idea for saving money or making money, coz at the end, it will benefit all the residents, include u & me, & our family too.

entering maintenance mode
we r entering the maintenance mode now...for at least another 5 months...
every month from the collection, we allocate RM3000 for the facilities related matters, for both maintenance & upgrading, & the priority is always need to be given to the maintenance.
for eg, if in the particular month, not much maintenance action needed, then in the following month we will hv spare $$ to upgrade some facilities, so for the past 12 months we do manage to do that, upgraded facilities namely CCTV, wall painting, new office, guard house renovation, etc.
(for record purpose, besides those upgrading as mentioned above, the other major expenses for the facilities but fall under maintenance category in the past 1 year includes blk k lift major rotor & motor repair, lift shoes replacement, swimming pool 2 main filters, T&G system micro-controller & loop detector replacement for both incoming & outgoing barriers, bomba riser room items, replacing main underground power cable at blk k switch room together w some main MCBs & ELCBs at the main switch room @ blk j, etc..., pls don't be surprised of these all the major repair, for most of our current facilities are more than 10 yrs old, some have reached 15yrs & have not been changed since installation, so since JMB took over in yr2009 until now, we r replacing those equipment which life span is up or almost up, otherwise may face the risk of major down....)
since last month, as we started to repair some badly leaking water tank, total abt 6 tanks need to be repaired, cost in between 15K to 20K, so by the calculation of fund allocation 3k for month, which will take up at least 5 months to pay the vendor.
to make the situation worse, the past 2 weeks' heavy rain exposed another area which also need urgent attention, the top floor unit roof leaking & some other floor's external wall leaking, for this kind of leaking only can be detected when the rain is extremely heavy, where the rain water will sip into apartment wall & ceiling, & it's under management's responsibility to get the leakage fixed.
to tackle external wall & top floor roof leaking problem, cost range from RM300 to RM1000, depending on how serious is the condition, so far have received 5 cases...
(pls note that it's only applied to EXTERNAL WALL & TOP FLOOR ROOF, but if it's leaking from the upper unit to the lower unit, then it's up to the upper floor resident to work with the lower floor resident to get the thing fixed)
so..., the next few months will be not much action on the facilities upgrade, but the management staff & MC members will still be busy running around to make sure every repair will worth for each penny we r spending.

a fantastic vista community
hooray! lastly we hv collected our MC cert! on last Friday, & this has put us in the legal position to hold the sinking fund, in other words, we r now in much better position to request the developer to transfer the money. (in fact we hv sent in total abt 5 letters for the sinking fund, but then still under JMB) we hope developer will show good cooperation to let us hv the money, but if they (think) hv reason not to do so, then we will get help from state authority or federal authority to help, for that we also hv some good contact there..
we share with some residents abt this good news of MC cert, they keep saying "thanks JMC/MC for the hard work...", but we want to say we do hv fantastic residents in Vista Condo to make this happen, with God's help.
consider this, first we need to hv 25% of residents to collect their strata title, or 70 parcel owners, so to hv that number is a big challenge coz each unit need to spend abt 1k to 2k to collect it, but to our pleasant surprise, after 1 year of appealing to residents, we hv 85 residents done so..., then next challenge, to get at least half of them to attend the AGM to form MC, in our case, it's 43 parcel, to be honest we did not hv much confident that we can get that number for AGM, as some of them r landlords who r not staying here, also some r busy with many commitment in their business, job & others, we counted at least 10 of them in outstation for business activity or family function, then really thank God, those who r available really made the effort to come, & we jz "ngam-ngam" get 43 parcel!!!
talk abt our residents, i must they r one of the best in this Relau area, look, now we hv abt 80% of unit paying their SC, & most of them paying punctually! do u guys know that this is actually among the highest collection rate in the surrounding area? with that the management can use it to do the necessary facilities repairing & upgrading works, as the result, now all our facilities r performing reasonably well.
(for those who hv Chinese newspaper Sin Chew, try read saturday's northen region news, one apartment at prai side hv all the lift down for quite awhile already, residents must climb up & down staircase, so some Malay residents decided to balik kampong earlier coz tak tahan lagi, then an old lady got only leg as another leg was amputated, forced to stay home coz can't climb staiircase. another apartment hv collection problem, their JMB will call EGM to make announcement that if residents still don't pay SC, then the whole group will step down as they can't sustain anymore, this will be disaster then! also at Penang side, residents threaten to lodge report to federal gov't coz the neighbor install kitchen duct coz health hazard, as the neighbor refused to dismantle it & COB also can't do much, so residents report it to federal gov't representative there. other news is due to poor occupancy rate, the apartment do not hv enough fund to do repair work.., also earlier on we did heard abt a lot of apartments facing problem of ppl throwing stone/brick/acid from higher floor....)
we thank God that our residents r willing to comply rules in Vista Condo, eventhough some of the rules cause some inconvinience to them, but for common benefit sake, they choose to flow along, really thanks a lot. Of course once awhile we do face some residents did break some rules, never mind lah, jz small number of them only..., after all at the end when they understand the situation they will comply too..
so again, thank a lot for everybody's cooperation, i must say this, it's not the money which will make vista a better place, but it's residents' attitude & cooperation will make it happen!

some general updates...
few updates like to share w residents...
security matter - on 20/8/2011 saturday morning abt 2am, 2 outsiders sneaked in with their motorcycle (thru the gap in between the entrance long bar & guard house), but the night guard detected it, he view from cctv & found out they were scouting residents' motorcycles at the blk k ground, he went there immediately to question them, & as they can't give the good reason why they r here, he took down their particular & contact his supervisor, & later on alerted the police, the 2 guys left but their particular have been passed to police, we will send the photo too after we print it out. special thanks to the guard for the good job.
maintenance matters - as usual there's always maintenance requests that the office need to attend to, but 1 particular case worth mentioning here, we have managed to fix the clips for the gutter behind the blk k lift (facing the motor parking area), this gutter in fact posted safety hazard for few week coz total abt 5 clips (from ground flr to 5th flr) has been missing, it has big possible of falling if high pressure applied on it if there's heavy rain (it's function is to drain out the blk k roof top rain water), but we has struggle for not getting vendor to fix coz it's a dangerous job, thank God lastly thru blk j renovator ah poh's help, some Bangladesh workers set up 10 set of staging (to cover ground flr to 5th flr) to get the clip fixed, cost us RM650.
water tank - 1 water tank at blk j is fixed, now vendor is doing the 2nd unit, at the same time the repaired 1 is closely monitored, once detect any leaking again will quickly patch again...., we have arranged with the vendor after he has done all the water repair, he should come & check it on quarterly basis.
car parking - have managed to convince the blk k 20th flr resident to park his car outside, so as now most of the similar cases have been solved, except the Malay cycling guy, he has told us he's going to rent a lot for his 2nd car, as we check with office, seems not done yet...., got to settle it soon coz residents have complained already, actually deal with cases like this is quite time consuming & tiring too.
rental lot - at the moment we do manage to rent out abt 40 lots for residents who hv more than 1 car, in other words it has generated abt RM2000 extra monthly income for the management fund, for us this is not a small money, at the moment we are trying to get the unused empty land behind the rental parking lot, to "borrow" from related authority & convert it to abt 20 parking lot, then another RM1000/mth will be within sight..., but it still got long way to go...
office renovation - it's already completed (except some minor touch up here & there), it took such a long time coz the arrangement was progressive payment, ie they completed something & we paid them that completed job, this is to make sure we won't go back to the position before where we were burdened by too much debt.
house rules - the new set of house rules has been done according to the EGM decision, now getting ppl to proof read, we should be able to distribute to residents by end of August, well, last EGM residents did decide on some new rules, now, we face the new challenge of putting them into practice, new rules such as tyre wheel clamping, no item at corridor, no pets, etc, hope we will hv full cooperation from our residents in this issue, coz house rules is to serve the common benefit of all the residents.

maintenance matters - as usual there's always maintenance requests that the office need to attend to, but 1 particular case worth mentioning here, we have managed to fix the clips for the gutter behind the blk k lift (facing the motor parking area), this gutter in fact posted safety hazard for few week coz total abt 5 clips (from ground flr to 5th flr) has been missing, it has big possible of falling if high pressure applied on it if there's heavy rain (it's function is to drain out the blk k roof top rain water), but we has struggle for not getting vendor to fix coz it's a dangerous job, thank God lastly thru blk j renovator ah poh's help, some Bangladesh workers set up 10 set of staging (to cover ground flr to 5th flr) to get the clip fixed, cost us RM650.
water tank - 1 water tank at blk j is fixed, now vendor is doing the 2nd unit, at the same time the repaired 1 is closely monitored, once detect any leaking again will quickly patch again...., we have arranged with the vendor after he has done all the water repair, he should come & check it on quarterly basis.
car parking - have managed to convince the blk k 20th flr resident to park his car outside, so as now most of the similar cases have been solved, except the Malay cycling guy, he has told us he's going to rent a lot for his 2nd car, as we check with office, seems not done yet...., got to settle it soon coz residents have complained already, actually deal with cases like this is quite time consuming & tiring too.
rental lot - at the moment we do manage to rent out abt 40 lots for residents who hv more than 1 car, in other words it has generated abt RM2000 extra monthly income for the management fund, for us this is not a small money, at the moment we are trying to get the unused empty land behind the rental parking lot, to "borrow" from related authority & convert it to abt 20 parking lot, then another RM1000/mth will be within sight..., but it still got long way to go...
office renovation - it's already completed (except some minor touch up here & there), it took such a long time coz the arrangement was progressive payment, ie they completed something & we paid them that completed job, this is to make sure we won't go back to the position before where we were burdened by too much debt.
house rules - the new set of house rules has been done according to the EGM decision, now getting ppl to proof read, we should be able to distribute to residents by end of August, well, last EGM residents did decide on some new rules, now, we face the new challenge of putting them into practice, new rules such as tyre wheel clamping, no item at corridor, no pets, etc, hope we will hv full cooperation from our residents in this issue, coz house rules is to serve the common benefit of all the residents.

MC vs JMB
we r now officially MC, management corporation, and our JMB will be gone in another month's time, in other words, we r at the period of transition.
oh..., what is JMB? what is MC...? what so big deal abt that?
we don't expect many residents to hv interest on this "systems", but if we tell them only thru MC we r possible to get back our sinking fund (300k plus) from the developer, & this money will be used for painting of blk j & blk k, then it's different reaction u can see from them.
(abt sinking fund, if u still don't know what's that, still remember when u purchased ur house, u were asked to contribute RM1000, pls check ur receipt file, u should keep the sinking fund receipt coz next time when sell ur house, u should claim it from the new owner & pass the same receipt to him/her. we hv RM275k in the sinking fund coz total unit is 275, this money were there with the developer since 15 yrs ago, thru yrs' of interest, it has came up to 300K plus, of course those ppl who follow up with bank's FD interest will tell us the figure should be higher than that!)
ok let's come back to JMB & MC...
according to building & common property act, developer need to form JMB (joint management body) after OC for the building is obtained, in JMB board should be 5 to 12 members, with developer also included, so we see the term "joint", it refer to effort by both "resident/committee" & "developer", under this system, most of the power of management actually have been transferred to residents, but matters pertaining to buying & selling of parcel should be agreed by both developer & JMB member, at this stage, developer still the right party to hold the sinking fund, whereas building maintenance fund (general term is management account) is by JMB.
MC, or management corporation, is a body which should be formed by developer to make residents hv full say in everything (or complete independent from developer), once 25% of parcel owner have already collected their strata title. but if developer refuse to call AGM to form MC, the city council will appoint a resident to call AGM to form MC, & this happened to Vista Condo early this year.
once MC is formed, it should replace JMB when condition is right, it's a taxing process coz it involves transfer of account, asset & liability, new receipt & cheq book, etc, we should see the completion by end of August, which means (most likely) in Sept we will announce to resident that JMB has cease his function, then all the payment & cheque should issue to MC, & also the receipt they receive from office should be under MC, but pls wait for announcement...
so, the next thing to do is opening the MC bank account after we receive the certificate (should be this week or next week), then urge developer to transfer our sinking fund, for which we hv already triggered the process by sending them few letters of requisition since long time ago, hopefully we will see the smooth & successful transfer of this big junk of money, may God help us...

unseen facitilies, but very important too
i guess if we would conduct a survey to check what's the most important common facilities, the answer from residents should be the LIFT, this is understandable as w/o the lift functioning well, it effect everybody, especially the higher floors.
well, if i check with JMB, they would say the T&G car barrier is also very important, coz this is a good way to remind some residents in their busyness pls remember to pay their service charge, but of course most of our residents no need to be reminded, for many of the ppl in vista are good pay master, we really thank God for them.
but some of the unseen or not-so-obvious facilities in fact are very very very important, these facilities may not be used so regularly as lift or car barrier, but when it's needed then got to be in good condition, or else, some can be big disaster.
fire fighting facilities: the pump, the control panel, the pipe, the nozzle, the stop valve.... , we have started the upgrading process since few months ago, do see some delay due to the contractor's non-committal attitude, so last month we told him off! we hv got the new contractor to do the jobs, report came back to us that pump & panel are ok, jz some leaking to be fixed, lock for riser room hv installed, but need to replenish the missing nozzle & stop cock/valve, we fix the timeline by end of August the project need to be completed.
drain pipe gutter: if u r a observing person, u should be able to see few gutters from ur balcony, the white color big pipe to drain out rain water from the roof of blk j & k to the drains at ground flr, our worry for the gutter is not much on it's functioning, but it's condition. Some of these gutters hv lost few clip which hold them close to the wall, w/o the clip the gutter will be bent (due to pressure of water, heat of the sun) then once the angle is hitting the limit, it has big chance of falling down! i remember last year before the current batch JMB took over, the gutter in between unit 1 & 3 of blk k break in the middle part, & drop to the ground, damaged a visitor's car door & window, glass smashed, & even pock a big hole on the JMB member's car shade!
last year we did engage a plumber to tighten the clip of gutter, but not so successful coz many residents not letting him to enter their premises to fix it (balcony & master room are the only place can access to the gutter), we did give advance notice but somehow these ppl jz not so cooperative, perhaps we need to try again with different approach.
another area, even though is not consider as facility, but worth mentioning here, is the mosquito problem, now as the dengue cases on the rise, we do engage a pest control vendor to help get rid of mosquito with whatever chemical which is suitable, especially at those semi-circle structure at the end of staircase of each floor, also pay cleaners extra money for them to clear the mud & rubbish found inside there, but we also hope residents won't throw things there, now we r also writing to jabatan kesihatan to arrange for the fogging. (hope they will agree coz they only do that when there's dengue case reported)
safer vista is definitely helps to make it better place for stay, thanks.

our half glass of water
each time consider those things we hv done since took over in yr 2009, we indeed feel happy of the improvement we managed to bring (thru God's help, really), but we also sometimes feel frustrated & impatient on those things which we wish have completed but still pending (coz of fund & manpower factor..), we call it "half glass of water" syndrome.
let's see those areas cause this syndrome...
SC collection, it has rise from abt 60% to now abt 80%, something to cheer abt, but when we think of how to get another 20% to pay, we breath a long sigh....:(, the increase on the SC collection has enabled the office to attend to those maintenance matters more efficiently, also managed to upgrade some of the equipment & facility, but another 20% will see much more things to be upgrade, well, 2nd legal notice had been sent already, trust soon we will see the hardcore defaulters paying.
lift, managed to stabilised the condition since early this year, still remember those day almost every week we heard abt lift down either in blk j or k, some worst case is both lift at either j or k down, due to sabotage or other accidents, now it's much better, of course sometime it does happen again, but as i can remember in 2011, it happen twice, before CNY due to bomba pipe burst & also last month due to overheat problem in motor room. But then, we r now racing with time to save enough money to upgrade all the lifts coz after another 5 yrs we may hv problem sourcing for the replacement part for our 15yrs old lift, especially the control board.
water tank, hot topic now a day, again consider those days the leaking was so bad, until every month need to pay nearly RM1000 for the water, & we managed to patch a lot of holes, & water consumption go down to abt 25% of previous rate, it's really some good achievement, but soon our heart get a bit impatient when think abt after 2-3 yrs we should get those lining replaced, abt 200K in total, & half glass of water syndrome sit in again...
the same happen to swimming pool, car park,...etc...
perhaps we should take 1 step at a time, rejoicing at the achievement, planning wisely for the future upgrading project, be more positive to make vista a better place for living...

EGM & Sinking fund
some unexpected commotion during the EGM, & also some sharp comments from residents during the 1st part of the meeting, but somehow some important decision & info have been shared with residents, & it should be encouraging our residents much!
i'm talking abt we are able to set up our own SINKING FUND starting from now! and this is something nobody dare to dream abt before the EGM!
(at the moment we have near to RM400K of sinking fund with the developer, but we don't think we can to get it transfer over to us so smoothly, still negotiating w them, we really praying hard that they will be cooperative after we open the MC bank account...)
the calculation goes like this, we hv now managed to settle the old debt, & monthly fixed expenses are TNB 6800, PBA 600, Management 3000, security 3300, pool 800, lift 1400, cleaner 2000, electrician 400, general repair & others let's put it at 3000, so total is abt RM21300.
we do see the increase in the last few months on the collection, consistently more than RM26000, comprises of current months SC (service charge) payment 22500, old debt paid by residents 2000, car park rental 1500, which means monthly surplus is (RM26000 - RM21300) abt RM4700.
as we also need to budget some for the water tank repair (as per EGM decision,we will proceed with it, abt 3000 for smaller tank & RM4000 for bigger tank which carry 2 years warranty, total abt 4 water tank need to fix now), at the moment we should be able to set aside RM3000 per month for sinking fund, then starting 2012 should increase to RM4000 per month.
go by this arrangement, in 5 yrs we should hv abt RM240k, or 10 yrs 480k, plus the money given back by developer, some major projects like painting of building (abt 240k), upgrading the lifts (abt 200k), changing all water tank lining (abt 200K) are within our reach to be carried out in this coming 10 yrs!
furthermore, the above calculation is not based on full current month collection yet, for we hv 275 unit, full collection should be 27500 per month, but i hv purposely left out 5k each month for the habitual defaulters, (do u notice i only put 22500 for current month SC collection?) & the money recovered from them will be used for facilities upgrading & beautification, such as swimming pool, foyer, car park area, & we can even consider to convert 1 of the public toilet to be gym!
as we always said..., future looks bright for vista condo... :)
