today writing this blog with heavy heart....
got a report from an active committee that he feel strongly that somebody try to sabotage his car, this morning he found some inflammable material under his car engine, even though it can be there jz by accident, or wind blow it there, but as i talk to him, feel suspicious too, will make police report for that.
as we look back, we do encountered some kind of confrontation or vandalism if not every month, then will be every other month, because of our involvement in the management of this place, especially try to enforce the house rules.
few time committee's car side mirror broken, one time wind shield scratched, also been confronted face to face not less than 10 times since yr2010, small cases like be scolded in the lift by a resident, more major cases were challenged by 10 person (together w outsiders), 2 times by 5 residents, also other thing like mocking & abusive SMS, phone calls, even pasted notice....
each time these thing happen, the first thing come into our mind is what for we do this free service for vista condo? what for we get all these problem by doing work w/o getting any salary? what for we try to bring improvement to vista condo but at the end get all the blame & abuses?
time like this, we always feel want to quit.
no problem for us to quit, after all, residents should hv seen we manage to hv surplus in the account, lifts are more stable, car park lot are sufficient, restored back some law & order according to house rules,& if God willing, we may hv get back our sinking fund in this year & get state gov't to fix the entrance shade.
just want to say, we are human too, do have our limitation, too much of negative feeling generated by these kind of wrongdoing, we will eventually can't take it anymore & quit.
in fact for few times we also be asked by some angry residents to quit, perhaps they are right.
the only worry is if future batch of committee also suffer the same thing (by enforcing the house rules) & choose to quit, & eventually nobody willing to do this job, then we got to hv outsiders take over fully the management & maintenance here, then the outcome will be very unpredictable.
of course among residents should hv more qualified person to handle the job, pls do take over....

options of save cost on the lighting
after few weeks of checking around, few options we can consider of how to save some electricity on the lighting side.
at the moment we spend abt RM2000 monthly current consumption of those common area light, as we have abt 400 set of 4ft 36w fluorescent tube (mainly at the corridor area ...) which on abt 12 hour a day & 30 days a month:-
400set x 30days x 12hours x 36w x 0.43rate / 1000 = RM2229
we were told that LED will save definitely more than 50%, some cases can even reach 70%, which is abt RM1100 to RM1500, wow! sound wonderful! imagine if really can save RM1500 per month or RM18000 per year, see how much can we do with the money?
but wait...., the cost for investment will be big question to ponder, at the moment the good & reliable LED light is abt RM100, so for 400set is abt RM40000, this will take abt 2 year plus to see the return of investment, unless vendor willing to drag the credit term for that long, or else will be too much risk to face.
another problem may be headache for the LED is the theft, as at the moment we still troubled by some tangan-gatai matters by few residents, this make us hesitant to consider much on the LED light, coz at the end we may have to use the money saved from the electricity to replace those stolen LED.
well, we were also told in some apartment energy-saving bulbs have been used to replace the fluorescent tube, it managed to save up to abt 50% too, the plus point for the energy-saving is it's not as costly as LED, but the set back is, it can be easily stolen, & didn't produce as much brightness as fluorescent tube does, but we still keep this option in mind, coz of the 50% saving....
one more option, which looks more practical for vista condo, it's electronic ballast (where the existing fluorescent tube no need to be changed), the ballast itself cost abt RM10 per set, if go by quantity will get lower than that. if switch to electronic ballast then some minor modification is needed at the casing side, say RM5 per set, but if we change to the whole new casing w ballast will be abt RM30, together with the new fluorescent light.
according to the data we have gathered after consulted some electricians & engineers, the saving is in between 30% to 50%, or in our case, RM660 to RM1100. Even though not as much as LED or energy-saving bulbs can do, the advantage is the risk of been stolen will be much lower, also the cost of investment is only RM6000 (go by RM15 per set), shall see the return of investment in abt 9 month's time.
we still studying on the matter of lighting electricity saving, welcome residents' feedback, especially if u have experience on using those lights mentioned above, thanks.

we are money face
we r always in the business of saving money & making money.
i remember not long after we hv built the rental parking area, one angry resident (identity still remain a mystery) wrote a sentence on the announcement of new parking lot at the notice board, calling us MONEY FACE, well we must say there's certain truth in it.
all the time we are thinking, how to make more money for the management account, some funny ideas came to our mind before like, selling Gardenia bread, rice or cooking oil, which the residents need to use everyday, or even do the handphone top up,in fact we nearly materialise the Gardenia bread project, but the agent insist want us to fulfill certain quota, which we don't hv confident then, so it was gone, we also did talk to DIGI & Maxis, but again the plan didn't work out well, if can remember correctly it's due to agent license.
(in fact personally still thinking abt these few projects, believe that when the time is right, it will be materialised)
oh ya, few days ago one MC member also talk to the drinking water dispenser vendor, profit not much, still in the midst of deciding...
so far out of these ideas, the one which have been implemented & made a lot of money is rental parking lot, which we hv invested abt 15k to chop the trees, tar the muddy ground, draw lines to make it usable, created 35 lots, rental RM50 per months, which hv brought us RM1750 income per month, in other words, after 10 month we built it, we hv earned back the money we invested, the subsequent collection is net income, not bad, huh?
(of course got some criticism during the time building the rental lot, hopefully now they can see the benefit)
some other ideas which we can consider now (beside gardenia, or top up), actually koperasi also good, but need manpower & expertise, anyone got experience in this thing?
abt saving money, i think we hv already done enough with the vendors, RM3000 for management, RM3300 for 2 guards, RM1400 for 4 lifts, RM800 for the pool...., they r either market price or even below market price, can't reduce further, or else will effect the quality of service.
so now, the only area we r thinking how save is the electricity, after the TNB come up with the new rate, now we r hitting RM7k per month, painful...., well, past few days MC members busy studying the energy saving light, & also the LED, which some condo are using these & give good testimonies.
so guys at vista condo, do share with us if u got any good idea for saving money or making money, coz at the end, it will benefit all the residents, include u & me, & our family too.

entering maintenance mode
we r entering the maintenance mode now...for at least another 5 months...
every month from the collection, we allocate RM3000 for the facilities related matters, for both maintenance & upgrading, & the priority is always need to be given to the maintenance.
for eg, if in the particular month, not much maintenance action needed, then in the following month we will hv spare $$ to upgrade some facilities, so for the past 12 months we do manage to do that, upgraded facilities namely CCTV, wall painting, new office, guard house renovation, etc.
(for record purpose, besides those upgrading as mentioned above, the other major expenses for the facilities but fall under maintenance category in the past 1 year includes blk k lift major rotor & motor repair, lift shoes replacement, swimming pool 2 main filters, T&G system micro-controller & loop detector replacement for both incoming & outgoing barriers, bomba riser room items, replacing main underground power cable at blk k switch room together w some main MCBs & ELCBs at the main switch room @ blk j, etc..., pls don't be surprised of these all the major repair, for most of our current facilities are more than 10 yrs old, some have reached 15yrs & have not been changed since installation, so since JMB took over in yr2009 until now, we r replacing those equipment which life span is up or almost up, otherwise may face the risk of major down....)
since last month, as we started to repair some badly leaking water tank, total abt 6 tanks need to be repaired, cost in between 15K to 20K, so by the calculation of fund allocation 3k for month, which will take up at least 5 months to pay the vendor.
to make the situation worse, the past 2 weeks' heavy rain exposed another area which also need urgent attention, the top floor unit roof leaking & some other floor's external wall leaking, for this kind of leaking only can be detected when the rain is extremely heavy, where the rain water will sip into apartment wall & ceiling, & it's under management's responsibility to get the leakage fixed.
to tackle external wall & top floor roof leaking problem, cost range from RM300 to RM1000, depending on how serious is the condition, so far have received 5 cases...
(pls note that it's only applied to EXTERNAL WALL & TOP FLOOR ROOF, but if it's leaking from the upper unit to the lower unit, then it's up to the upper floor resident to work with the lower floor resident to get the thing fixed)
so..., the next few months will be not much action on the facilities upgrade, but the management staff & MC members will still be busy running around to make sure every repair will worth for each penny we r spending.

a fantastic vista community
hooray! lastly we hv collected our MC cert! on last Friday, & this has put us in the legal position to hold the sinking fund, in other words, we r now in much better position to request the developer to transfer the money. (in fact we hv sent in total abt 5 letters for the sinking fund, but then still under JMB) we hope developer will show good cooperation to let us hv the money, but if they (think) hv reason not to do so, then we will get help from state authority or federal authority to help, for that we also hv some good contact there..
we share with some residents abt this good news of MC cert, they keep saying "thanks JMC/MC for the hard work...", but we want to say we do hv fantastic residents in Vista Condo to make this happen, with God's help.
consider this, first we need to hv 25% of residents to collect their strata title, or 70 parcel owners, so to hv that number is a big challenge coz each unit need to spend abt 1k to 2k to collect it, but to our pleasant surprise, after 1 year of appealing to residents, we hv 85 residents done so..., then next challenge, to get at least half of them to attend the AGM to form MC, in our case, it's 43 parcel, to be honest we did not hv much confident that we can get that number for AGM, as some of them r landlords who r not staying here, also some r busy with many commitment in their business, job & others, we counted at least 10 of them in outstation for business activity or family function, then really thank God, those who r available really made the effort to come, & we jz "ngam-ngam" get 43 parcel!!!
talk abt our residents, i must they r one of the best in this Relau area, look, now we hv abt 80% of unit paying their SC, & most of them paying punctually! do u guys know that this is actually among the highest collection rate in the surrounding area? with that the management can use it to do the necessary facilities repairing & upgrading works, as the result, now all our facilities r performing reasonably well.
(for those who hv Chinese newspaper Sin Chew, try read saturday's northen region news, one apartment at prai side hv all the lift down for quite awhile already, residents must climb up & down staircase, so some Malay residents decided to balik kampong earlier coz tak tahan lagi, then an old lady got only leg as another leg was amputated, forced to stay home coz can't climb staiircase. another apartment hv collection problem, their JMB will call EGM to make announcement that if residents still don't pay SC, then the whole group will step down as they can't sustain anymore, this will be disaster then! also at Penang side, residents threaten to lodge report to federal gov't coz the neighbor install kitchen duct coz health hazard, as the neighbor refused to dismantle it & COB also can't do much, so residents report it to federal gov't representative there. other news is due to poor occupancy rate, the apartment do not hv enough fund to do repair work.., also earlier on we did heard abt a lot of apartments facing problem of ppl throwing stone/brick/acid from higher floor....)
we thank God that our residents r willing to comply rules in Vista Condo, eventhough some of the rules cause some inconvinience to them, but for common benefit sake, they choose to flow along, really thanks a lot. Of course once awhile we do face some residents did break some rules, never mind lah, jz small number of them only..., after all at the end when they understand the situation they will comply too..
so again, thank a lot for everybody's cooperation, i must say this, it's not the money which will make vista a better place, but it's residents' attitude & cooperation will make it happen!

some general updates...
few updates like to share w residents...
security matter - on 20/8/2011 saturday morning abt 2am, 2 outsiders sneaked in with their motorcycle (thru the gap in between the entrance long bar & guard house), but the night guard detected it, he view from cctv & found out they were scouting residents' motorcycles at the blk k ground, he went there immediately to question them, & as they can't give the good reason why they r here, he took down their particular & contact his supervisor, & later on alerted the police, the 2 guys left but their particular have been passed to police, we will send the photo too after we print it out. special thanks to the guard for the good job.
maintenance matters - as usual there's always maintenance requests that the office need to attend to, but 1 particular case worth mentioning here, we have managed to fix the clips for the gutter behind the blk k lift (facing the motor parking area), this gutter in fact posted safety hazard for few week coz total abt 5 clips (from ground flr to 5th flr) has been missing, it has big possible of falling if high pressure applied on it if there's heavy rain (it's function is to drain out the blk k roof top rain water), but we has struggle for not getting vendor to fix coz it's a dangerous job, thank God lastly thru blk j renovator ah poh's help, some Bangladesh workers set up 10 set of staging (to cover ground flr to 5th flr) to get the clip fixed, cost us RM650.
water tank - 1 water tank at blk j is fixed, now vendor is doing the 2nd unit, at the same time the repaired 1 is closely monitored, once detect any leaking again will quickly patch again...., we have arranged with the vendor after he has done all the water repair, he should come & check it on quarterly basis.
car parking - have managed to convince the blk k 20th flr resident to park his car outside, so as now most of the similar cases have been solved, except the Malay cycling guy, he has told us he's going to rent a lot for his 2nd car, as we check with office, seems not done yet...., got to settle it soon coz residents have complained already, actually deal with cases like this is quite time consuming & tiring too.
rental lot - at the moment we do manage to rent out abt 40 lots for residents who hv more than 1 car, in other words it has generated abt RM2000 extra monthly income for the management fund, for us this is not a small money, at the moment we are trying to get the unused empty land behind the rental parking lot, to "borrow" from related authority & convert it to abt 20 parking lot, then another RM1000/mth will be within sight..., but it still got long way to go...
office renovation - it's already completed (except some minor touch up here & there), it took such a long time coz the arrangement was progressive payment, ie they completed something & we paid them that completed job, this is to make sure we won't go back to the position before where we were burdened by too much debt.
house rules - the new set of house rules has been done according to the EGM decision, now getting ppl to proof read, we should be able to distribute to residents by end of August, well, last EGM residents did decide on some new rules, now, we face the new challenge of putting them into practice, new rules such as tyre wheel clamping, no item at corridor, no pets, etc, hope we will hv full cooperation from our residents in this issue, coz house rules is to serve the common benefit of all the residents.

MC vs JMB
we r now officially MC, management corporation, and our JMB will be gone in another month's time, in other words, we r at the period of transition.
oh..., what is JMB? what is MC...? what so big deal abt that?
we don't expect many residents to hv interest on this "systems", but if we tell them only thru MC we r possible to get back our sinking fund (300k plus) from the developer, & this money will be used for painting of blk j & blk k, then it's different reaction u can see from them.
(abt sinking fund, if u still don't know what's that, still remember when u purchased ur house, u were asked to contribute RM1000, pls check ur receipt file, u should keep the sinking fund receipt coz next time when sell ur house, u should claim it from the new owner & pass the same receipt to him/her. we hv RM275k in the sinking fund coz total unit is 275, this money were there with the developer since 15 yrs ago, thru yrs' of interest, it has came up to 300K plus, of course those ppl who follow up with bank's FD interest will tell us the figure should be higher than that!)
ok let's come back to JMB & MC...
according to building & common property act, developer need to form JMB (joint management body) after OC for the building is obtained, in JMB board should be 5 to 12 members, with developer also included, so we see the term "joint", it refer to effort by both "resident/committee" & "developer", under this system, most of the power of management actually have been transferred to residents, but matters pertaining to buying & selling of parcel should be agreed by both developer & JMB member, at this stage, developer still the right party to hold the sinking fund, whereas building maintenance fund (general term is management account) is by JMB.

so, the next thing to do is opening the MC bank account after we receive the certificate (should be this week or next week), then urge developer to transfer our sinking fund, for which we hv already triggered the process by sending them few letters of requisition since long time ago, hopefully we will see the smooth & successful transfer of this big junk of money, may God help us...

unseen facitilies, but very important too
i guess if we would conduct a survey to check what's the most important common facilities, the answer from residents should be the LIFT, this is understandable as w/o the lift functioning well, it effect everybody, especially the higher floors.
well, if i check with JMB, they would say the T&G car barrier is also very important, coz this is a good way to remind some residents in their busyness pls remember to pay their service charge, but of course most of our residents no need to be reminded, for many of the ppl in vista are good pay master, we really thank God for them.
but some of the unseen or not-so-obvious facilities in fact are very very very important, these facilities may not be used so regularly as lift or car barrier, but when it's needed then got to be in good condition, or else, some can be big disaster.
fire fighting facilities: the pump, the control panel, the pipe, the nozzle, the stop valve.... , we have started the upgrading process since few months ago, do see some delay due to the contractor's non-committal attitude, so last month we told him off! we hv got the new contractor to do the jobs, report came back to us that pump & panel are ok, jz some leaking to be fixed, lock for riser room hv installed, but need to replenish the missing nozzle & stop cock/valve, we fix the timeline by end of August the project need to be completed.
drain pipe gutter: if u r a observing person, u should be able to see few gutters from ur balcony, the white color big pipe to drain out rain water from the roof of blk j & k to the drains at ground flr, our worry for the gutter is not much on it's functioning, but it's condition. Some of these gutters hv lost few clip which hold them close to the wall, w/o the clip the gutter will be bent (due to pressure of water, heat of the sun) then once the angle is hitting the limit, it has big chance of falling down! i remember last year before the current batch JMB took over, the gutter in between unit 1 & 3 of blk k break in the middle part, & drop to the ground, damaged a visitor's car door & window, glass smashed, & even pock a big hole on the JMB member's car shade!
last year we did engage a plumber to tighten the clip of gutter, but not so successful coz many residents not letting him to enter their premises to fix it (balcony & master room are the only place can access to the gutter), we did give advance notice but somehow these ppl jz not so cooperative, perhaps we need to try again with different approach.
another area, even though is not consider as facility, but worth mentioning here, is the mosquito problem, now as the dengue cases on the rise, we do engage a pest control vendor to help get rid of mosquito with whatever chemical which is suitable, especially at those semi-circle structure at the end of staircase of each floor, also pay cleaners extra money for them to clear the mud & rubbish found inside there, but we also hope residents won't throw things there, now we r also writing to jabatan kesihatan to arrange for the fogging. (hope they will agree coz they only do that when there's dengue case reported)
safer vista is definitely helps to make it better place for stay, thanks.

our half glass of water
each time consider those things we hv done since took over in yr 2009, we indeed feel happy of the improvement we managed to bring (thru God's help, really), but we also sometimes feel frustrated & impatient on those things which we wish have completed but still pending (coz of fund & manpower factor..), we call it "half glass of water" syndrome.
let's see those areas cause this syndrome...
SC collection, it has rise from abt 60% to now abt 80%, something to cheer abt, but when we think of how to get another 20% to pay, we breath a long sigh....:(, the increase on the SC collection has enabled the office to attend to those maintenance matters more efficiently, also managed to upgrade some of the equipment & facility, but another 20% will see much more things to be upgrade, well, 2nd legal notice had been sent already, trust soon we will see the hardcore defaulters paying.
lift, managed to stabilised the condition since early this year, still remember those day almost every week we heard abt lift down either in blk j or k, some worst case is both lift at either j or k down, due to sabotage or other accidents, now it's much better, of course sometime it does happen again, but as i can remember in 2011, it happen twice, before CNY due to bomba pipe burst & also last month due to overheat problem in motor room. But then, we r now racing with time to save enough money to upgrade all the lifts coz after another 5 yrs we may hv problem sourcing for the replacement part for our 15yrs old lift, especially the control board.
water tank, hot topic now a day, again consider those days the leaking was so bad, until every month need to pay nearly RM1000 for the water, & we managed to patch a lot of holes, & water consumption go down to abt 25% of previous rate, it's really some good achievement, but soon our heart get a bit impatient when think abt after 2-3 yrs we should get those lining replaced, abt 200K in total, & half glass of water syndrome sit in again...
the same happen to swimming pool, car park,...etc...
perhaps we should take 1 step at a time, rejoicing at the achievement, planning wisely for the future upgrading project, be more positive to make vista a better place for living...

EGM & Sinking fund
some unexpected commotion during the EGM, & also some sharp comments from residents during the 1st part of the meeting, but somehow some important decision & info have been shared with residents, & it should be encouraging our residents much!
i'm talking abt we are able to set up our own SINKING FUND starting from now! and this is something nobody dare to dream abt before the EGM!
(at the moment we have near to RM400K of sinking fund with the developer, but we don't think we can to get it transfer over to us so smoothly, still negotiating w them, we really praying hard that they will be cooperative after we open the MC bank account...)
the calculation goes like this, we hv now managed to settle the old debt, & monthly fixed expenses are TNB 6800, PBA 600, Management 3000, security 3300, pool 800, lift 1400, cleaner 2000, electrician 400, general repair & others let's put it at 3000, so total is abt RM21300.
we do see the increase in the last few months on the collection, consistently more than RM26000, comprises of current months SC (service charge) payment 22500, old debt paid by residents 2000, car park rental 1500, which means monthly surplus is (RM26000 - RM21300) abt RM4700.
as we also need to budget some for the water tank repair (as per EGM decision,we will proceed with it, abt 3000 for smaller tank & RM4000 for bigger tank which carry 2 years warranty, total abt 4 water tank need to fix now), at the moment we should be able to set aside RM3000 per month for sinking fund, then starting 2012 should increase to RM4000 per month.
go by this arrangement, in 5 yrs we should hv abt RM240k, or 10 yrs 480k, plus the money given back by developer, some major projects like painting of building (abt 240k), upgrading the lifts (abt 200k), changing all water tank lining (abt 200K) are within our reach to be carried out in this coming 10 yrs!
furthermore, the above calculation is not based on full current month collection yet, for we hv 275 unit, full collection should be 27500 per month, but i hv purposely left out 5k each month for the habitual defaulters, (do u notice i only put 22500 for current month SC collection?) & the money recovered from them will be used for facilities upgrading & beautification, such as swimming pool, foyer, car park area, & we can even consider to convert 1 of the public toilet to be gym!
as we always said..., future looks bright for vista condo... :)

getting ready for the EGM (part 3 - Water Tank)
we may want to discuss the water tank matter first in the EGM, as it will greatly effect the decision making for the CCTV.
we have 8 water tanks at the roof top, 4 at blk j, 4 at blk k, all of them over the age of 15 yrs old.
their condition, at the moment 2 got major leak, 2 got bad leak but not so critical, another 2 minor leak, then 2 more are just ok.
as per the information & quotation from contractors, we can go for few options pertaining to the repair, ranging from RM10K to 40K, which we will present for residents to consider.
from our cash flow projection for the 2nd half of year, we do have abt RM40k for some major project or repair apart from the normally & general maintenance.
so it's the reason why we want to decide on the water tank ahead of CCTV, if residents go for the option which cost RM40k (long lasting solution), then there will no subsidy on CCTV (in case residents still want CCTV), but like wise if residents choose the option for short term solution repair, then can hope for some subsidy for CCTV.
side tract a bit, since few months ago some committee members questioned by residents why want to waste money to install CCTV for every floor, we would like to clarify that JMB have never decided to install CCTV for this project, but it just we hv got some residents suggested to us for this, & our job is to open it up for residents to consider.
(pls check the article posted at 23/4/11 where CCTV for every floor was first mentioned)

the longer we serve in the JMB, the more we realise the importance of house rules, just like a country or state need the laws, we also need to have a clearly defined house rules to maintain the orderliness of Vista Condo.
from the feedback of resident & committee member & also the vendors, some of these items will be presented to residents for amendment/addition/deletion on our house rules during EGM,
1) Foreigners' hostel
2) Usage of foyer
3) Pet @ apartment
4) Clamping on the vehicle
5) Entry of volunteer patrolling body
6) Renovation deposit
7) Motorbike sticker
8) Items at corridor/common area
9) Throwing rubbish from balcony or kitchen window
10)....etc...
we believe during the EGM, residents may bring up some other suggestion which not listed here, it's ok, let's take our time to consider all these carefully, & together we produce a set of house rules which is fair, clear, practical & applicable for all the residents in Vista Condo.
our past experience taught us that when residents have dispute over certain matters, it's best to show them what our house rules mentioned abt the matters, many times even they are not too happy abt the decision, but since it's written in the house rules, then at the end they still choose to respect the house rules & follow it.
also few occasions some strong-will residents have violated the rules here & refused to follow the rules, we have no choice but lodged police report, the 1st thing the police ask "adakah benda ini ada di tulis dalam house rules....", so we feel it's necessary to add some of these in our house rules.
the detail of the existing set of house rules can be found in the article dated June 18th, feel free to suggest & we welcome all the ideas as long as it can help to improve our house rules for the benefits of residents.

getting ready for the EGM (part 1 - CCTV)
EGM will be held on 20/7/2011, 8pm, 14-days notice will be sent to all Vista residents.
few major decisions need residents to decide, this article will zoom in to the CCTV for every floor.
residents need to decide should we go ahead with this, & if yes, how the cost should be shared out?
we are getting quotation now, general idea is every floor should have 4 camera, each one cost abt RM250, then wiring for the each set is abt RM150, so total is RM400 per camera with wiring.
the 16 channel DVR (which can support up to 16 camera) will cost abt RM2500 if we can order in quantity, so as we have 16 flr at blk j & 20 flr at blk k, then we will need 144 camera & 9 DVR.
the calculation will go like this,
(RM250 + RM150) x 144 = RM57600 (total cost for camera w wiring)
(RM2500 x 9) = RM22500 (total cost for DVR)
Grand total will be RM80100...
share out option (1) is all 275 unit of residents share the cost, or RM80100/275, ie RM291.00 per unit, make it compulsory for all the unit to pay.
option (2) is go by percentage, like management pay certain amount & resident pay the rest, like 80:20, or resident pay camera + wiring, management pay DVR, in this case each unit will need to pay abt RM200, & make it compulsory too...
the other option is don't make it compulsory for every unit to pay, but we will only install for those who are ready to pay, in this case the position of the camera will be fixed in the direction will only cover the unit who have paid, just to be fair...
or...perhaps there's other option also, feel free to share w us on the EGM night.
the pricing information is based on the quotation we have received for far, but if any resident got cheap & good one, pls do recommend to us, but must be CHEAP & GOOD one....

some updates over current & just-passed issues...
1) blk j dog matter - residents feedback that the owner has sent the dog away a week after we first received complaint, we wish to thank the owner for the cooperation, also hope that other pets' owner will follow his example, if possible don't keep any pet in apartment.
2) blk k lift display panel - the lift technician have done the wiring for this, actually quite complicated job coz last time when the thief (don't know who coz the CCTV not yet up) took d panel, he took all the essential parts too, for this the technician need to trace the wiring bit by bit, now it's ok, just waiting for the panel to be arrived.
3) blk j lift bearing - just had been replaced on 25/6/2011 midnight for unit #2, technician found some crack when do regular service, so attend to it before it cause bigger problem, we give them green light to shut down the lift & replace it.
4) lift button/door switch - total 4 lift button & 1 door switch were changed in April/May 2011, for both blk J & K.
5) water tank - we feel sorry for the top flr residents who still suffer for this problem, pls be patient, this time we need to change the lining, but we can't do it now coz in last AGM residents have decided when project cost more than RM10k, EGM is needed for decision, we plan to call EGM in July.
6) electrical matter - 1 capacitor at blk k switch room & 1 set of MCB were changed at blk K 15th flr, total of both item cost abt RM700.
7) insurance premium - this year we hv collected so far RM25658, or 80% of residents have paid, this match with our statistic of payment pattern of Vista Condo, 80% are paying service charge (abt 65% of them pay on time), 20% of resident are not willing to pay, for this legal notice already sent to them last month, now waiting for their response before taking further action.
8) Commotion on 19/6/2011 - last week 1 group of voluntary patrolling body came into our compound to confront the JMB as 1 of their member who also our resident has some misunderstanding w JMB, after checking w police we found out they hv no right to enter our place, we have told the guard to stop them in the future unless they got permission from JMB/guard for entry. Now we feel it's best in include this in the house rules to prevent any dispute, also to protect future batch of committees.
another thing, which will be decided in the coming JMB meeting, we may want to organise a durian party at foyer, we talking now to those durian estate owner for the cost for good quality durian, if the price is good then we will announce to our residents for the eat-all-u-can party with the reasonable fee.

house rules
the next EGM many important matters will be tabled for discussion & decision, water tank lining, CCTV for every floor, & we plan to add or amend few clauses in the house rules too...
house rules in another words, laws for Vista condo, & it's extremely important when come to deal certain situation.
those things we would like to look at r:
1) Ban alcohol @ foyer area, at the moment the foyer is nice for people to sit around chatting, children playing, & even committee also hold our JMB meeting there, but we do received complaints that once awhile some residents would drink beer/wine there at night, then after get a bit "high" unknowingly their voice will get louder, & it disturbs those residents stay at the lower floors near foyer, especially children who are in the morning class & also adult who need to wake up early.
2) clamp or chain (& impose fine) vehicle which parked at the non-designated parking area, for both car & motorcycle. we learn some lesson recently when dealing with the person who created the parking lot for himself near hindu temple, after get police involved, it seems they can't do much as it's more like "internal affair" & throw it back to management, so when we consider legal option, then these all must be stated clearly in the house rules..., we plan to add these in the house rules to deal those non-cooperative person as their behavior have cause inconvenient & danger to others, in blk K we do hv the concern of hot exhaust pipe of motorbike park near to letter box may hurt some kids.
3) RM500 refundable deposit for house renovation, we have practiced it since yr2009, so far so good, & it's important for us to make sure during the renovation work, the common facilities (especially the lift) is under the great care too, it's the main reason we imposed the deposit, but we feel it's better to put it in the house rules to avoid unnecessary dispute.
4) Pets @ apartment, surprisingly this matter is not included in our house rules, so it's good to let residents to decide what should be done to those pets during the EGM.
we also list down the detail of house rules below, residents pls have a good look on it, & feel free to suggest any amendment so we can prepare it for discussion in the coming EGM.

HOUSE RULES AND REGULATIONS FOR RESIDENTS
1)JOINT MANAGEMENT BODY (JMB)
The main function of the JMB is to promote the efficient preservation of the value and amenities in the Apartment.
It is responsible for the maintenance and administration of the common property including the enforcement of the rules and regulations governing the use of common property and collection of maintenance charges.
Please feel free to contact any of the committee members of JMB should you have any inquiry with regard to the Apartment.
2)MOVING IN / MOVING OUT
Please inform the JMB at least one week ahead of your intention to move in/out, together with the name of your mover. This information will assist the security guards in carrying out their duties.
Please take extra care to ensure that common property is not damaged. You may have to install special protection to certain parts of the common property such as lift car.
Individual owner and residents will have to be responsible for any damage to common property caused by them or their mover.
3) ALTERATION AND RENOVATION
Owner/resident who wish to carry out alterations or renovations should obtain consent from the JMB. All necessary approval from the related authorities should also be obtained before any such works proceed.
Repair or renovation works may only be carried out between 9am to 6pm (Monday to Friday) & 9am to 1pm (Saturday).
Please ensure that you do not fix/attach/hang/display or place on the exterior walls, doors and windows any signboards/placards/advertisements/clothes lines or any other unsightly attachments without consent of the JMB.
4) SECURITY
Security in Vista Condo is paramount and is maintained 24 hours by security guard company whose has entered yearly contract with the JMB.
In case of emergency, please contact the guard on duty at the main gate or the management office.
All tenants are required to register with the JMB and security guards.
Please report any loss or theft immediately to the police station and to JMB for record and to improve the services.
4) CAR PARKING
All vehicles are parked at owners’ risk.
Only one car park access card/sticker will be given to every unit.
In case of damage, the replacement of access card/sticker will be at the owner’s cost.
All residents must settle their maintenance service charge in order for their vehicle to enter the Vista Condo compound.
Parking at the areas near to electrical substation, surfed area and pedestrian footpaths are strictly prohibited.
5) MOTORCYCLE
- Motorcycles without Vista Condo sticker are not allowed to enter the Vista Condo compound.
- Motorcycles sticker will only be issued to owners who have settled the service charge.
Every unit will only be issued maximum 2 motorcycle stickers.
6) VISITOR
Visitor who wishes to enter the Vista Condo compound will have to register at the guard house.
7) REFUSE DISPOSAL
Residents are required to wrap and tie up the refuse in polythene bags before disposing it at the disposal room.
Throwing out items from the balcony or windows is strictly prohibited.
Do not throw lighted cigarette butts or combustible substances such as paints and petroleum products into the refuse centre.
8) LETTER BOX
The stainless steel letter box is located on the ground floor. They are labeled according to the individual apartment numbers.
In the interest of the security, the JMB does not retain a master key or any extra keys to the letter box.
9) MASTER TV ANTENNA (MATV)
All blocks are equipped with MATV system linked to all units.
10) LIFTS
Littering, spitting or smoking are strictly prohibited at the lift.
11) CODE OF CONDUCT
For the benefit of Vista Condo residents, it’s hereby inform all residents that action (such as withdraw rights of using any of apartment facilities and termination of tenancy) will taken against those who breach any term and condition of Sales/Tenancy agreements in particular of with regards to the code of conduct such as doing acts that cause nuisance of other residents irrespective of one’s diplomatic status races of nationalities.
12) STONE/LITTER THROWING
Stone/litter throwing from the balcony is strictly prohibited. There shall be no littering at the common area.
The resident who is caught doing such malicious act will be liable for any consequences caused by the action.
The JMB will not hesitate to take any stern action against the culprit or report the incident to the police if deemed necessary.
13) SERVICES CHARGES
The JMB, through the appointed managing agent, is managing and maintaining Vista Condo apartments and the related facilities with funds accumulated from all the service charges it collects. The efficient management of Vista Condo apartment therefore can only be assured through prompt settlement of service charges by all owners.
The service charges are payable monthly or quarterly in advance to JMB Vista Condo at the management office in Vista Condo. Cheques should be crossed and made payable to “JMB Vista Condo”.
Once service charge is paid, resident ensure that the JMB official receipt is issued and must be safely kept.
14) SAFETY PRECAUTIONS
Residents are strongly advised to install fire extinguishers at their own premises,
- In case of fire, please
(a) Warn others
(b) Switch off the main electricity supply and close all doors to confine fire and smoke.
(c) Call fire brigade at 999, then inform the security guard who is stationed at the main gate.
(d) Evacuate all those present in the apartment.
(e) Do not use lift, escape by staircase and proceed to the ground floor.

the nagging water tank problems
2 water tanks leak again, blk j & k, 1 tank each.
since early yr2009, we have been confronted by water tanks issue many times, so far i would say in average every quarter we need to fix 1 water tank by welding the part which is cracked.
this time the regular contractor not so keen to come over to repair it, claiming if he manage to repair it (by welding) then it can only last for abt 1 yr to 2 yrs, unless we change the whole lining, which should be able to last for 7yrs to 10yrs.
now the problem is it will cost abt 10k to 15k to replace the lining, depending on the size of the tank, & the water supply interruption can be up to few days.
the normally welding way of repairing cost in between 1k to 1.5k, interruption is within a day.
in view of the urgency & fund availability, we had gone ahead to get another contractor to repair (welding) the blk k tank 3 weeks ago, then as the gasket also give way, we will fix it next week.
(yeah, some unit having water supply problem after the repair due to the dirt stuck in their PBA meter, this eventually rectified with the PBA technician's help)
then we shall proceed to weld the blk j tank soon, another 1.2k, to buy time for 1 to 2 yrs.
our plan is, starting 2nd half of 2011, we would change the lining for those water tank which is needed, then pay it in 3 installment, once complete 1 tank's payment then will proceed to change the 2nd tank, then will take another 3 months to complete the repayment....
in this way we should be able to replace all the water tank lining in 2 or 3 years, as we have 10 water tank for domestic use.
now we are thinking of how to modify the piping so that the water interruption will be minimum during the replacement of lining.
if any resident knows of contractor who is in this line, don't mind pls recommend to us, so we can compare their prices & services, & hope to get a good vendor for Vista.

our insurance policies
our Vista Condo insurance policy was due in March 20th, so the renewal was done, the premium is RM30,125.65 (not include tax yet), it comprises of Fire (RM27,555.65), Public Liability (RM2,210) & Error & Omission (RM360).
2 months have passed, & we have collected abt RM17000 for the premium, or abt 150 units have paid, in other word, 125 unit haven't done so....
so we decided to put up the notice urging them to pay or else the T&G cards will be barred, then we put it into action last weeks, after 2 months grace period given.
as expected, many of them called the office & committee to express their upset & even the anger coz the cards been barred, given hundred & one reason why the cards should not been barred & some even telling the reason why should not pay the premium...
actually it shocked us too of how poor the knowledge of our residents concerning the insurance they are having, some of statement made by them is so unexpected...
one lady asking why "starting" this year she need to "buy" insurance from "office", we told her that she has been paying every year, she looks a bit confused, paused awhile then telling us she remembered every year she was asked to pay something abt RM110 at the beginning of year, now she "guess" it was for insurance....
a guy ask us can he not to get this from us as his friend "told" him bank also charge him few hundred ringgit a year for this, we explained to him that it's by law requirement, in fact he jz needs to show our policy to the bank then bank will cancel theirs, he also paused a while, looks confused, then say, actually he no need to pay both side but he did it for more than 10 years already...
later on we found out many other residents actually paid both side for many years, until we explain to them they need not to do so, now let's think abt those money wasted all these years.
also another funny thing, a tenant's card was barred, then he call landlord, the landlord confronted the committee why no notice was given for insurance premium & card barring, hehe! the only thing missing here is the tenant didn't tell the landlord that the invoice has been given to him few months ago & even the card barring notice was there since early April, in fact at least twice we have done so.
but somehow we still need them to pay & we believe they will do it soon, & i also wonder how many of our residents after received the policy, really read thru to understand how this policies can help them?

pay? don't pay? pay? don't pay?
how soon the vista condo can be the real condo is very much depend on how it's residents want this dream to come to pass, in fact if we got 90% of residents to have the same desire, then perhaps even before yr2012 we should see the very much improved vista condo standing tall in lebuh relau 2.
if we got 90% of residents committed to this vision, or abt 250 unit as total is 275 unit, then we can expect minimum monthly collection of 25k for current month, compare to the existing one of 22k, then with the extra 3k, indeed much more things we can do!
(but if u follow the monthly account pasted at notice board, the income is much higher, it's because some defaulter start paying the old debt)
at the moment abt 80% are paying (some pay promptly, some drag few months), another 20% still refuse to pay, out of this abt 10% are unreachable (staying outstation & the house is empty..) but another 10% are staying among us but not willing to get their money out of their pocket...
let's zoom into these 10% residents who are not paying, the challenge now is how to convince them to pay promptly, as we need them to do so, by the way, none of them are so poor until no money for the monthly service charge.
so we want to open to our residents to suggest to us what to do with them, total abt 25 unit of them, at the moment they just park their cars outside, or just driving motorcycle....
side track a bit, did u guys notice the occupancy rate of vista condo is much higher now? as i said, should be abt 85 to 90% at the moment...

at the moment abt 80% are paying (some pay promptly, some drag few months), another 20% still refuse to pay, out of this abt 10% are unreachable (staying outstation & the house is empty..) but another 10% are staying among us but not willing to get their money out of their pocket...
let's zoom into these 10% residents who are not paying, the challenge now is how to convince them to pay promptly, as we need them to do so, by the way, none of them are so poor until no money for the monthly service charge.
so we want to open to our residents to suggest to us what to do with them, total abt 25 unit of them, at the moment they just park their cars outside, or just driving motorcycle....
side track a bit, did u guys notice the occupancy rate of vista condo is much higher now? as i said, should be abt 85 to 90% at the moment...

vista condo improvement, what r the hindrances?
in the past we used to worry abt the finance, glad to say that now it's no longer the biggest problem, of course if we can hit higher collection rate then the more upgrading activities can be carried out...
in fact the biggest headache we having now is the non-cooperative residents in Vista, not saying they r bad persons, but they just can't understand if they can flow with the Vista rules as other ppl do, then at the end they will get the benefits out of their good attitude.
let me quote the few examples, some residents like to park at the place which are not designated as parking area or like to park at other ppl's lot, for their convenient sake. For this kind of problem will always waste much time & energy of JMB members, security guard & office staffs to trace who r the ppl, to talk to them, to give warning or worst case make report in police station, recently RM350 being spent to buy the clamp for this problem, & will spend few hundred ringgit more just to plug in some metal rod to prevent ppl from parking there, imagine if we can use this amount of time, energy & money for upgrading, then indeed much improvement can benefit our residents, include these ppl too...
few months ago we encountered some problem that defaulters' card were blocked then they quarrel with the night guard, then additional guard was hired to counter this problem, look, total abt RM1k spent for this, again, think abt what this RM1k can do for Vista facility? repair leaking water tank, or replace capacitor band at switch room, or beautify the foyer with new light & paint, or replace the missing lift digital display at blk k? This will benefits those ppl who find fault with the guard too...
another on-going trouble which also effected much our plan for Vista Condo upgrading, some aggressive defaulters who hassle office staffs, guards & JMB members through phone call or even do it face to face, we have few staffs & guards refused to come back to work here coz of that, worst still, it happened to JMB members too, few have left, but few of us choose to remain in the JMB do struggle with this problem even until this day, it really discouraged us much especially when we consider we are scolded for trying to improve this place w/o taking any salary, & JMB members have spent a lot of money from their own pocket for the phone charges in 2009 & 2010 for Vista matters, only in 2011 when finance improved we dare to claim RM200 per month to be shared by same members as phone allowance...
(need to understand that vendors at their best only can help to maintain the facility at the current standard, for the improvement still much rely on residents, especially those who serve in the JMB...)
and again i must say, still most of the Vista Condo residents r cooperative & understanding type, this is the reason the JMB can continue to serve at our level best, & we do really hope more residents will come forward to join the committee & work together to make Vista the better place for living....
